It is to intimate that a new state
plan scheme is being introduced in the state for the first time to increase the
area, production and productivity of cotton in the state during 2011-12. Only
an outlay of ` 1.50 crore
has been approved for this scheme, out of this `. 1.15 crore will be
incurred on Distribution of Certified seeds, Production of Certified and
Foundation seeds, Farmers Trainings, Supply of Manually Operated and Tractor
Mounted Spray Pumps. The district-wise
Action Plan (in physical & financial term is enclosed herewith) for
implementing the approved components of this scheme during 2011-12. You are,
therefore, requested to ensure the proper implementation of these components as
per the guidelines and efforts may be made to utilize the entire earmarked
funds. The claims bills may be cleared regularly every month as per the
progress of the programmes.
All the concerned Deputy Directors of
Agriculture will be responsible for the implementing the aforesaid Action Plan.
Joint Director of Agriculture (Cotton) Sirsa will co-ordinate and monitor the
implementation of the scheme. All the concerned Deputy Directors of Agriculture
will send the Weekly Report on cott0n crop condition /Monthly Progress Reports
(MPR) regularly in
the prescribed format to this Directorate and to Joint Director of Agriculture (Cotton) Sirsa
by 5th of every month.

TECHNICAL PROGRAMME OF NEW STATE PLAN “ SCHEME FOR PROMOTION OF COTTON CULTIVATION IN HARYANA STATE ” FOR THE YEAR 2010-11.

The sowing of cotton crop in the state has
started and now
it is on peak. A New State Plan Scheme namely “ SCHEME FOR PROMOTION
OF COTTON CULTIVATION IN HARYANA STATE
DURING 2011-12” is being launched in the state for the first time in order to supplement/continue
the left out programmes/ components of the Centrally Sponsored Mini Mission-II of
Technology Mission on Cotton during the current year. Under this scheme only
few components will be executed and the Action Plan for the
proposed components will be as under:-
Area and Production Target.
This scheme is first time introduced in the state to keep the tempo of increasing production and productivity of cotton in the state during the year 2011-12. The scheme will be implemented in all the cotton growing districts of state namely Hisar, Fatehabad, Sirsa, Jind, Bhiwani, Rohtak, Jhajjar, Rewari, Mohindergarh, Sonipat and Kaithal. Under this Scheme few components will be implemented viz Distribution of Certified seeds, Production of Certified and Foundation seeds, Farmers Trainings, Supply of Manually Operated and Tractor Mounted Spray Pumps.
Keeping in view the achievement of area, Av. Yield and production of cotton crop during previous years and its future prospects, it has been planned to cover 6.00 lakh hect. area under this crop in the state during 2011-12. A production target of 25.44 lakh bales with a productivity of 721 kg/ hect has been fixed. The district wise operational target of area, Av. Yield and production of Cotton crop for the year 2010-11 is given at Annexure-I
I- -Distribution of Certified seed: Physical:
In order to
popularize the use of certified seeds of new varieties (Both hybrids and
non-hybrids), assistance will be provided @
50% of market price on distribution of certified seeds of cotton
varieties/hybrid notified during the last 15 years , The assistance will be
available on the quantity of seed sold by HSDC, NSC, SFCI, CCS HAU, KRIBHCO,
IFFCO etc. In this regard the publicity
will have to be made at large by the respective DDA, so that maximum benefit
could be availed by the farmers. Therefore, regular monitoring and vigilance is
required to be taken by DDAs for ensuring the smooth availability and
distribution of quality seeds during the season. The target will be as per the stocking
plan/sale of these agencies. An
assistance of
` 10.00 lakh have been kept under this component. The seed supplying agencies will submit the claim bills to the respective DDAs by middle of June, 2011 for reimbursement. DDAs will make the payment of seed by the end of June, 2011, so that the financial target could be achieved in first quarter.
II. Production of certified seed:
HSDC will produce the
certified seed of cotton varieties from the foundation seed produced during
Kharif 2011. The production subsidy have been kept `. 4.00 lakh @ 25% cost limited to `. 15 /- per kg.
The claim bills will have to be submitted to JDA (Cotton) Sirsa by end of
December, 2011
III. Production of Foundation Seed:
Foundation seed will be produced by HSDC at HLRDC farm and CCS, HAU, Hisar farm from breeder seed to meet out the requirement of foundation seed for multiplying the certified seed during Kharif 2012. An assistance of ` 1.00 lakh has been kept under this component i.e @ 50% cost limited to ` 50/-per kg. The HSDC will submit claim bills to JDA (Cotton) Sirsa by end of December, 2011
IV Supply of Manually operated Spray Pumps
Since the availability of sprayers in
time is very essential for timely control of diseases and pests of cotton
crops. 10000 Manually Operated Spray Pumps will be supplied to the farmers @ 50% of the cost limited to Rs. 800/- per manually operated
knap-sack sprayer for which
` 40. 00 lakh
will be required. The farmers will purchase the pump of his choice from any
reliable source will submit the receipt to the respective

Tractor Mounted Sprayers.
500 Tractors Mounted Sprayers will be arranged for distribution amongst the farmers on 50% cost limited to ` 10000/- per sprayer, for which `. 50.00 lakh have been proposed. The farmer will purchase the Tractor Mounted Spray Pumps from the approved fabricators and will submit the claim bills to the respective ADO. ADOs will verify the bill and will further submit the claim bills to DDA for release of subsidy The district wise physical and financial targets are as under:-

VI. Training of farmers
Training to the farmers will be imparted by the experts of CCSHAU, Hisar and by officers the department about the latest production technologies on all aspects of cotton cultivation. It has been proposed to conduct 50 training for a group of 30 farmers for one day @ ` 10000/training. The trainings may be covered on all aspects of Cotton cultivation right from pre sowing operation to post harvest technologies. The DDAs will submit the schedule of training programme to the JDA (Cotton) Sirsa and to the Directorate well in time. The district

VII Contingency for Print media, Workshop, Kisan Mela, Kapas Divas etc:-
Under this component an amount of ` 5.00 lakh has been kept for organizing seminar/workshop, distribution of literature, audio- visual mass media etc The funds will be allotted to JDA(cotton) Sirsa for execution of programme . He will prepare the booklets/message cards from time to time after having consultation with the expert of universities/KGKs and scientists of Research centers to distribute further to the farmers.
Out of the total allocated funds, !0% funds on SC farmers and 10% funds on women farmers will have to be utilized and earmarked funds may be diverted towards general category farmers without prior approval.
The DDAs will submit the Monthly Progress Repot to this Directorate and to the JDA Cotton by 5th of every month in the prescribed format given under:-
